This has two meanings-
1. something I heard:
新聞によると、また地下鉄の運賃が値上げされるとういうことだ。
I heard (read!) from the newspaper that subway fares will increase again.
2. it means that ~; as mentioned here ; is that ~
私にとっての根本的な問題は私には経験がないということだ。
My basic problem is that I am inexperienced.
Here are some sentences that I have made using this grammar:
-「ということだ」の文法を使えば使うほど上手くなるということだ。
The grammar 「ということ」 is something that the more you use it, the better you become.
-天気情報によると、梅雨がもうすぐ始まるということだ。
According to the weather report, the rainy season is going to start soon.
-私のメッセージは前の間違いを良く見てべきだということだ。
My message is that you should try and take a good look at past mistakes.

This pattern has several meanings-
1.show admiration ; grief ; a heart felt feeling
一人で大きな家に住んでいるのは寂しいものだね。
Living alone in a big house is a lonely thing.
2.express something as common sense Same as 1
事故は起こるものだ。
Accidents will happen.
3.suggest something ; give a light command
そんなことをする前に頼むものだ。
You ought to ask before doing something like that.
4.remember a past happening or occurrence
アメリカに住んでいたとき、日曜日には、いつも友達とランチを食べに行ったものだ。
When I lived in America, I used to go to eat lunch with my friend every Sunday.
Here are some sentences that I have made using this grammar:
-私の授業には、皆の生徒は座る前に先生にあいさつをするものだ。
In my class, all students greet the teacher before sitting down.
-あの漫画は大人向けに書かれたものだね。
That comic was written for adults.
-未来に、小説を書くものだけど、十分力量を持ってるかどうか分からない。
In the future, I would like to write a novel, but I don't know if I have enough ability.
-切符を落としちゃったとき、駅員と話すものだね。
You should talk to the station worker when you lose your ticket.
